I believe you get it through a gachapon. I forgot which, and I'm not even sure if you can still get them through gachas.

Oh I'm sure they're still popular, just rare to get. And if there's any demand for them, then it makes it all the more expensive or something.
From what I remember prior to quitting, there were only a handful of kits people put up in housing, but they were too expensive for me.

Twintails aren't a requirement to wear the ribbons though. Any (female) character has the freedom to wear the ribbons with any hair style they'd like. Until we get to the premium hairstyles, then there's an issue...
